DISTRICT PENNANT CONDITIONS OF PLAY
ELIGIBILITY
- Open to all Affiliated Clubs of the TFNQDLBA. All players must be financial members of the District’s Member Clubs. It is also a condition of entry for this event that players and clubs are familiar with and accept these conditions of play and BQ State/Group conditions of play.
- All players must comply with Bowls Qld. By-Laws 9.1 through to By-law 9.4 to be eligible for this competition. To comply with the BQ By-laws, each club must notify the District Secretary by the Dual Members Declaration form, within fourteen (14) days prior to any Pennant play each year, the club that Dual members in their club are declaring for in the Pennant competition. Particular attention must be given to BQ By-law 9.2 and 9.3 and the District penalties conditions associated.
- The affiliated club within the district that wins the pennant finals are eligible to advance to the State finals, via the Group finals.
- For the Group and State play-off, sides should be as near as possible to that which wins the District Finals. To be eligible to continue through Group/State play-offs the competition must be between a minimum of two (2) separate sides.
- Players under suspension or expulsion are ineligible to play.
- All pennant players must be affiliated/declared members of the club that they play pennants for.
- Players from interstate must comply with the BA Policy Document on interstate players for the playing of Pennant.
CONDITIONS OF PLAY
All laws of the “Laws of the Sport of Bowls – Crystal Mark – 3rd Edition, Version 3.1 April 2019.
“BQ Extreme Weather Policy and BQ By-laws”, and (as amended from time to time), apply to these games and all conditions for the District final onwards must comply with BQ Mandatory Conditions of Play for State Pennant as published from time to time and form part of these conditions of play.
DISTRICT PLAY
The District shall play one (1) pennant – home and away consisting of 12 players per side. A minimum of 4 clubs need to participate to make a competition.
If two (2) clubs are granted permission to combine in any Pennant side, they cannot apply to combine with another club.
TRIAL ENDS
Trial ends shall be under the control of the venue Club’s Games Controller. One (1) trial end each way shall be allowed prior to the scheduled starting time of each days play or on resumption of a match on another day, using as many bowls as will be used in the match.
DURATION OF PLAY
Each team in a side shall play twenty-one (21) ends.
Dead ends are to be replayed.
INTERRUPTIONS
If play is interrupted during a game through weather or any other justifiable cause, and no further play can take place that day, then if at least 48 ends have been completed that shall constitute a match. If not, a time will be rescheduled to complete the numbers of ends required for the game. Clubs/Umpires of games must be aware of and comply with the District/BQ Extreme weather policy when making decisions about the interruption to games and make decisions based on this policy when possible.
SCORING
- The side scoring the highest number of shots in each match shall be declared the winner.
- Two (2) match points shall be awarded for each such win.
- In the event of a tied score, each side shall be awarded one (1) match point each.
- Match points shall be recorded together with shots for and against.
DETERMINING THE WINNER
- The side scoring the highest number of match points shall be declared the winner.
- In the event of two (2) or more sides scoring an equal number of match points, the side with the highest difference between “total shots for” and “total shots against” (margin) shall be declared the winner.
- If there is still equality, the “total shots against” each side shall be divided into the “total shots for” each side. The side with the highest result shall be declared the winner.
DETERMINING A FINALS WINNER
If at the completion of the required number of ends, the scores are equal an extra end shall be played by all teams of the sides and repeated if necessary, until a winner is determined.
PLAYERS MOVEMENTS DURING PLAY
NOTE: – Players will only be allowed to walk up to the head as follows:
- Leads: –After the second player in their team has delivered their second bowl, or on request from their skip.
- Seconds: – After delivery of their second bowl.
- Thirds: – After delivery of their second bowl
- Skips: – After delivery of each of their bowls
- Delaying play: – No player, excluding skips, is permitted to remain at the head whilst their opposite number is delivering their bowl. Any skip that remains at the head shall stand behind the last bowl of the head or retire to the bank. Skips who remain at the head will return to the mat immediately their opponent’s bowl has come to rest.
- If the Umpire, either by their own observation or on appeal from one of the skips decides that a player is deliberately delaying play;
- On the first occasion the Umpire will warn the player
- If the player commits the same offence a second time the end will be regarded as completed and the opponents of the offender will score as many shots as there are bowls in use by such opponent and
- If the player offends the third time the game will be forfeited to the opponent.
POSITIONS OF PLAYERS WHEN NOT PLAYING
- Players at the mat end not delivering a bowl should stand a minimum of one (1) metre behind the mat.
- Players at the head end not controlling the head should stand a minimum of two (2) metres behind the head or on the surrounds of the green if the jack is in the ditch, or well clear of the head if it is not possible to stand on the surrounds.
- At the start of each end only the Skip or Deputy will be at the head.
SUBSTITUTES / REPLACEMENT PLAYERS
- Eligible substitutes are permitted throughout the competition and there is no limit on the number of substitutes allowed in each game.
- Where a club enters two teams into the competition they are considered as two separate clubs and players cannot be interchanged between these two (2) teams or act as Substitutes or replacement players between these teams.
COACHING DURING MATCH
Players who intend to receive coaching during a match, must inform the respective Match Committee and Umpire of the Coach’s name at least one (1) hour prior to the match commencing and the coach cannot be changed for each match.
ELECTRONIC COMMUNICATION DEVICES
All electronic communication devices located within six (6) metres of the green whilst a match is in progress SHALL BE SWITCHED OFF. These include mobile phones, pagers, and transistor radios etc. Special dispensation may be given to “on call” emergency personnel by the Controlling Body after consultation.
SMOKING
All venues these days have dedicated no smoking areas within their premises and surrounds and if these are breached then both the bowler and the club face heavy fines from authorities if caught. It is a requirement that all clubs and players shall abide by these conditions and abide by directions from officials of the host club.
ATTIRE
- Attire shall be as per Bowls Queensland By-laws 14
- All attire must have BA logo as outlined in the BA National logo Policy
- Each player and Manager in a side must be similarly attired (Approved Club Uniform)
UMPIRE
It is the responsibility of the home clubs to liaise with the District Umpires Panel to attempt to have a non-playing Umpire/Measurer for each game. If unable to obtain a non-playing Umpire/Measurer the host club may appoint a playing member at the venue to be the Umpire/Measurer for the day and if possible that person should be a registered Umpire/Measurer.
FOR FINALS: The District Match Committee (they are responsible for the running of the finals) must liaise with the Umpires Panel Chairman for a non-playing Umpire/Measurer for the finals.
ACCIDENT
Decision to be made by the Controlling Match Committee. If as a result of an accident or vehicle breakdown, one team of a side (club) is prevented from playing.
- The committee to reschedule a new date ASAP for the game to be played with the full complement of players in the side.
- Direct the side with the missing team to play the game with the available teams and for the results award the average score of the other teams in their side.
- Declare a forfeit on the incomplete side.
SPECIAL LOCAL REQUIREMENT
- In the event of the match being cancelled due to adverse circumstances it shall be played at a later date to be fixed by the match committee. Should it appear that the match could be cancelled at its scheduled venue for any reason, then it could be played at another venue to retain the programme. Clubs must comply with the Match Committee direction.
- In the event of any match being interrupted by adverse conditions it shall continue from its existing stage, the managers shall retain the original score cards and the Umpire/Measurer recording the number of ends played and the score for each team at the close of play. Original cards to be used for the full number of twenty-one (21) ends at a date to be fixed by the Match Committee.
- If play is further interrupted by adverse conditions at the rescheduled date then the game result shall be determined based on the completed ends that have been played by the sides.
- In the event of inclement or wet weather, the Presidents of the host clubs will advise the Captain/Match Chairperson by 6.30am that the green is unavailable. Pennant Captains will ring their skips, who will notify their team.
DUMPING OF BOWLS: Refer to Bowls Australia “Greens Protection Policy”
RESULTS
In all Pennant games it is the responsibility of the host member club to ensure that the day’s results are forwarded by either fax or email to the Match Coordinator and to the District Secretary within 24 hours of the games played on their greens. In a delayed game the District Secretary must also be informed within 24 hours of the results when play was stopped due to conditions.
CONTROLLING BODY
The decisions of the Controlling Body and Umpire of the day will be final.

DISTRICT CONDITIONS OF PLAY
NOMINATIONS
It is a condition of entry for these events that players are familiar with and accept the Conditions of Play.
ELIGIBILITY
- The competition is a District event.
- Members of Clubs affiliated with World Bowls through a National and State authority shall be eligible to play. Note: This means that all members of a team must be financial with and belong to a Club affiliated through their District, State and National Authority.
- The competition has no restrictions to entry other than being an affiliated female bowler, as long as they are registered and affiliated to World Bowls through a District, State and National Authority.
- Members of any team may be from different affiliated clubs. Players under suspension or expulsion are ineligible to play.
CONDITIONS OF PLAY
All laws of the “Laws of the Sport of Bowls – Crystal Mark – 3rd Edition, Version 3.1 April 2019, and any amendments from time to time, apply to these games and be under the guidance of the District Match Committee in compliance with these District Conditions of Play.
TRIAL ENDS
- Trial ends shall be under the control of the District Match Committee. One (1) trial end each way shall be allowed prior to the scheduled starting time of each day’s play or on resumption of a match on another day or at another venue, using as many bowls as will be used in the match.
DEAD ENDS shall be replayed before the bell, after the bell a dead end is the final end.
DURATION OF PLAY – DISTRICT OPEN CHAMPIONSHIPS- does not apply for 2020
- Sectional Play: Fours and Pairs: Teams to be divided into groups of four or more teams playing three rounds of fifteen (15) ends per section as per draw by District Match Committee or to a bell at two (2) hours twenty (20) minutes.
- Post Sectional Play: Four bowl Pairs and two bowl Fours shall play twenty-one (21) ends or to a bell at three (3) hours thirty (30) minutes.
- Singles: Shall be played as a knockout system of the first to score twenty-five (25) shots.

Re: TFNQDLBA District Championship Games – apply for 2020
All championship games to be played as a one day only event with three (3) games of fifteen (15) ends or 2 hours and 20 minutes per game.
Scoring: The winner and runner-up to be determined by the number of wins and aggregate. If still equal win plus ends will apply if still equal Margins will apply. Championship singles to remain as a knock-out event. In the event of more than sixteen (16) teams nominating, a second venue will be determined by the Match Committee to be shared as evenly as possible between both clubs.
INCOMPLETE MATCH/COMPETITION – does not apply for 2020
- If a team match is not completed because of inclement weather, bad light, or any other justifiable cause then twelve (12) ends shall constitute a match in sectional play and sixteen (16) ends in the post sectional play and the Finals.
- For Singles, eighteen (18) shots up constitute a match.
- The completion of two (2) Rounds in sectional play shall constitute the completion of that sectional play in the competition and the results determined as that point.
- Note: Any end not completed when the bell is rung to cease play due to inclement weather or hazardous weather, SHALL NOT be completed but should be declared dead. However, if all bowls in the end have been played, then the number of shots scored should be decided before the game stops as per Law 32.3.
WEATHER
In the event of inclement or wet weather, (the green being closed) the Presidents of the host clubs will advise the Match Coordinator who will notify the Skips, who will notify their team. In Championship Singles the Match Coordinator will notify the Presidents of Clubs whose players are involved.

RESULTS It is the responsibility of the Match Committee to ensure that the results of each day’s play are conveyed to the District Secretary at the end of each day.

DISTRICT CONDITIONS OF PLAY
NOMINATIONS
It is a condition of entry for this event that players are familiar with and accept these Conditions of Play and are aware of the BQ Conditions of Play for these events. It is also a requirement that all Club Executives must provide the District with a signed declaration with their club nominations for these events, verifying that the teams nominated are the club’s current Bowls year champions of each discipline, that the club has complied with the District Conditions of Play and that the teams nominated comply with the Laws of the game as set out in “Laws of the Sport of Bowls – Crystal Mark 3rd Edition – January 2015” and as amended from time to time.
ELIGIBILITY
- This competition other that State Mixed Pairs (District Level) will commence at Club level
- The club championships played at club level must comply as near as possible to these District Conditions of Play
- Members of Clubs affiliated with the TFNQDLBA District shall be eligible to play. Note: This means that all members of a team must be financial with and belong to the same club and declared members of the club for the District Champion of Club Champions.
- BQ By-law 9.3 states “No member of a Club who has played in a competition arranged by any State Bowls Association or District Bowls Association or any country outside Australia shall, in the same year, play in any Association competition without first obtaining a clearance, otherwise they and the Club for which they played or either, may be disqualified from the competition”.
- Current Year Champions: is defined as the winners of the finals of the club championship held between the completion of the District Finals each year to the playing of the District finals the following year.
- Only Current Year Champions are eligible to enter the District Champion of Club Champions Event in the category that they have won in their club and progress to the Group and State finals of the State Champion of Club Champions Event. Clubs that do not have a Current Year Champion in any category at the time of the District play-off for that category are ineligible to compete in that particular category in the current year District Champion of Club Champions.
- Clubs who have trouble fielding Champion of Club Champion due to lack of membership numbers may apply for consideration to the District Match Committee to field their District Champion of Club Champion of Club Championship events.
- Mixed Pairs: The members of a Mixed Pairs team may be made up to two (2) bowlers from different clubs, but they must be a financial member of a club that is affiliated with the District of TFNQDLBA and TFNQDBA.
- B Grade Singles: A nominee for the B Grade singles must be a player who has never won an A or B Grade singles championship in any club or District affiliated with BA and in accordance with (f), but District play-off’s only.
- B Grade Player of the year: Nominations for this event is for players who have NOT won an A Grade singles or better. Players who have won this event in previous years cannot nominate.
- No Member can represent more than one Club in any one year, in the event of a Member so playing; they and the club for which they play will be disqualified. Prior to commencement of the event at Club level, dual members are required to declare to the Match Committee via the District Secretary before each bowls year, which Club they are declaring for in the District Champion of Club Champions. A replacement or substitute player is allowed for these Championships under the “Laws of the Game of Bowls”. Players under suspension or expulsion are ineligible to play.
- All Club and District level this may be played as a knockout, round robin or sectional play event for Fours and Pairs as determined by the Council of the Club/District. Singles must be played on a knockout basis.
CONDITIONS OF PLAY
All laws of the “Laws of the Sport of Bowls – Crystal Mark – 3rd Edition, Version 3.1 April 2019 with Domestic Regulations for Australia, “By-Laws and BQ Extreme Weather Policy” apply to these games and all conditions for the District final onwards must comply with BQ Mandatory Conditions of play for State Champion of Club Champions as published from time to time and form part of these conditions of play. Copies of District conditions of play must be available at all clubs at all times and available to all officials in attendance.
TRANSFERS
- Where a member transfers to another Club/District they are only eligible to represent that Club/District if they have not participated in competition leading to Champion of Club Champion’s qualifications in their previous Club.
- If a member has won a championship in the current season in a club and decides to transfer to another Club in the same District, then, provided they retain membership of the first Club, they are eligible to play in the Champion of Club Champion’s event/s if applicable. However, if they resign from their Championship Club, then they forfeit their right to participate.
- If a member has won a Championship in the current season in a District and decides to transfer to another District, then, provided they retain membership of the first District, they are eligible to play in the Champion of Club Champion’s Event/s if applicable. However, if they resign from their Championship District, then they forfeit their right to participate.
TRIAL ENDS

- A team that has a bye and has been practicing on another rink are allowed to have trial ends on the rink on which they are drawn to play on prior to the commencement of their game.
- If a team is drawn to play two (2) or three (3) games on one day, trial ends are permitted prior to commencement starting time of each game.
DURATION OF PLAY
CHAMPION OF CLUB CHAMPION EVENTS
From Club level through to State Finals
- Singles matches; shall be first to twenty-five (25) shots up.
- Four Bowl Pairs and Two Bowl Fours; shall play twenty-one (21) ends.
- At Club and District; at this level the fours and pairs may be played as a knockout, round robin, or sectional play event as determined by the Council of the Club/District (Club Bowls Sections). Singles must be played on a Knockout basis.
- Sectional Play Fours and Pairs: Teams to be divided into groups of four or more teams to play three rounds, playing one (1) game of fifteen (15) ends against each team drawn or to a time limit of two (2) hours twenty (20) minutes.
- Post Sectional play for Four Bowl Pairs and Two bowl Fours: to be a knockout competition with each game of twenty-one (21) ends or a time limit of three (3) hours thirty (30) minutes.
INCOMPLETE MATCH/COMPETITION
- The District/BQ Extreme weather policy applies to any stopping of play at all times.
- If a Fours or Pairs match is not completed because of inclement weather, bad light, or any other justifiable cause then the completion of sixteen (16) ends shall constitute a game in Sectional play and finals.
- For Singles, twenty-one (21) shots up constitute a match in sectional play and finals.
- The completion of two (2) rounds in sectional play shall constitute the completion of that sectional play.
- Players must comply with the Match Committee direction or be forfeited.

However, if all bowls in the end have been played, then the number of shots scored should be decided before the game stops as per Law 32.3.

DETERMINING CHAMPION OF CLUB CHAMPION SECTIONAL and ROUND ROBIN – FINALISTS AND/OR WINNERS
- The Team/Player scoring the highest number of match points shall be declared the winner.
- In the event of two (2) or more teams/players scoring an equal number of match points, the team/player with the highest difference between “total shots for” and “total shots against” margin shall be declared the winner
- If there is still equality, the “total shots against” each team/player shall be divided into the “total shots for each team. The team with the highest result shall be declared the winner.
- In Finals (a) and (b) apply, but if at time limit or total number of ends there is still equality an extra end will be played.
- Byes in Sectional Play: These affect all teams/players in section equality and no score needs to be recorded when a player/team/side receives a bye.

WITHDRAWALS and FORFEITS
- Withdrawals – If a player/team withdraws before the start of play, this will be treated as a bye and no score need be recorded, as all teams will be equally affected. Any team/player intending to withdraw must notify the District Match Committee and the venue club not later than the scheduled commencement time on the day of play.
- Forfeits – (1) Should a forfeit occur during sectional play, the remaining team/players shall be credited with two (2) points for the win and a shots margin equal to the average of net shots margins recorded in all matches played in that round in that section. Fractions shall not count. (2) Players/teams that forfeit the last round of sectional play up to the Group playoffs in any discipline, shall be disqualified from winning the section if a player/team has scored equal highest points with any other team/player in that section. (3) Should a player in a Singles match fail to arrive within thirty (30) minutes of the scheduled starting time the opponent shall be awarded the match. Should both Singles players, or both teams fail to arrive within thirty (30) minutes of the scheduled starting time, then both players/teams shall forfeit the right to continue. Any player/team that forfeits will be required to pay the necessary green fees to the venue club within seven (7) days.
- Any player/team that forfeits a match and fails to give a satisfactory explanation may have their nomination refused for any District fixture/competition for the ensuing twelve (12) months.
SUBSTITUTES / REPLACEMENT PLAYERS
- Eligible substitutes are permitted throughout the Competition.
- Eligible pre competition replacement players will only be allowed for valid reasons.
- Note: The Controlling Body and Umpire/Measurer must be advised in every circumstance. Law DR 2.3 and law DR 2.4 must be applied to any action or decisions in regards to Substitutes/ Replacement Players.
PENALTIES
- Should it be found that a club has not supplied the District with the declaration of eligibility of the nominated players for an event and it is found that the Club has breached these Conditions of Play then the team will be disqualified and the game awarded to the opposing team.
- Should a Club not supply the District with the declaration of declared club for dual members as to their declared club for the Champion of Club Champions and that player is nominated for an event, then that team will also be declared in breach of the Conditions of Play and the penalties as stated above shall also apply.
COACHING DURING MATCH
Players who intend to receive coaching during a match, must inform the respective Match Committee and Umpire/Measurer of the Coach’s name at least one (1) hour prior to the match commencement and the coach cannot be changed for each match.

ELECTRONIC COMMUNICATION DEVICES
All electronic devices located within six (6) metres of the green whilst a match is in progress SHALL BE SWITCHED OFF. These include mobile phones, pagers, transistor radios etc. Special dispensation may be given to “on call” emergency personnel by the Controlling Body after consultation
SMOKING
All venues these days have to abide with smoking laws and designated areas are set aside. Failure to follow these laws could result in a breach of the laws and a substantial fine to the player and the venue where the game is being played. All players shall follow any directions given in regards to smoking issued by the host venue in regard to what is required by that venue.
LIGHTS
Games may be played or completed under lights if required after consultation and agreement with the Club Controlling Body.
ATTIRE
- Attire will be as per Bowls Qld. By-Law 14
- All attire must have BA logo as outlined in the BA National Logo policy.
- Each Player and the Manager in a side must be similarly attired, (approved Club uniform)
UMPIRES / MEASURERS
The District Match Committee shall liaise with the District Umpires Panel for the provision of Non-playing Umpires/Measurers for all District Championship Events where possible, using Umpires/Measurers from the host club, who shall be dressed as required by the Laws of the Game of Bowls and as amended from time to time.
RESULTS
It is the responsibility of the District Match Committee to ensure that the results of each day’s play are conveyed to the District Secretary immediately on completion of play on each day.
CONTROLLING BODY
The decisions of the Controlling Body and Umpire of the day will be final.
